Chinese Casserole - cooking recipe

Ingredients
    1 lb. browned ground beef
    2 c. onions, chopped
    2 c. celery, chopped
    1 can creamed chicken soup
    1 c. mushroom soup
    2 Tbsp. soy sauce
    salt and pepper
    2 c. water
    1 c. rice
Preparation
    Mix
    all together; cook at 350\u00b0 for 1 hour.
    Serve over Chinese noodles.
