Enchilada Pie - cooking recipe

Ingredients
    2 lb. ground beef
    1 large onion, chopped
    3 tsp. minced garlic
    2 Tbsp. chili powder
    1 Tbsp. vinegar
    1 tsp. salt
    1 tsp. sugar
    1 Tbsp. Grandma's chili seasoning
    1 can sliced olives
    1 pkg. onion soup mix
    3 (8 oz.) cans tomato sauce
    3 cans water
    8 flour tortillas, cut up
    1/2 lb. sharp Cheddar cheese
    3 Tbsp. flour
    salt and pepper to taste
Preparation
    Brown meat, onions and garlic.
    Add all seasonings.
    Stir in flour, add tomato sauce
    and water.
    Simmer 20 minutes.
    Break up tortillas, layer in 9 x 13-inch pan:
    tortillas, sauce, olives. Repeat.
    Top with cheese (shredded).
    Bake at 350\u00b0
    for 30 minutes.
