Barley Casserole - cooking recipe

Ingredients
    1 1/2 lb. ground meat
    2 Tbsp. cooking oil
    1 1/2 c. chopped onion
    1/2 c. chopped celery
    3/4 c. barley
    2 tsp. salt
    1/4 tsp. pepper
    1 (6 oz.) can tomato sauce
    3 c. hot water
    Parmesan cheese
Preparation
    Brown meat in cooking oil.
    Mix other ingredients and add to meat.
    Place in a casserole dish and sprinkle with Parmesan cheese.
    Cook in low oven about 1 1/2 hours.
