New York State Beef Casserole - cooking recipe

Ingredients
    1 lb. round steak (ground)
    2 onions, chopped
    3 Tbsp. rice
    3 to 4 carrots, cooked for a few minutes
    1 can tomatoes
    salt and pepper to taste
Preparation
    Place in layers in casserole baking dish.
    Make three layers and bake at 350\u00b0 for 1 hour.
