Chocolate-Toffee Brownie Cake - cooking recipe

3 1/2 Tbsp. unsweetened cocoa powder
3/4 cup all purpose flour
1/2 tsp baking powder
1/4 tsp salt
1/2 cup (1 stick) unsalted butter, cut into small pieces
2 large eggs
2/3 cup sugar
1/4 cup hot water
1 3/4 cup pecans, coarsely ground
1/2 cup English toffee bits (such as Heaths Bits)
1/2 cup semisweet chocolate chips
Preparation

Position rack in center of oven and preheat oven to 350\u00b0. Butter 9 inch diameter cake pan with 2 inch high sides.
Sprinkle pan with 1/2 Tbsp. cocoa powder;
tilt pan to coat bottom and sides, shake out excess.
Mix flour, baking powder and salt in small bowl.
Stir butter and remaining cocoa in heavy small saucepan over low heat until butter melts and mixture is smooth. Remove from heat.
