Garden Casserole - cooking recipe

Ingredients
    1 large onion, sliced
    1 medium sweet red pepper, cut into strips
    2 cloves garlic, minced
    3 Tbsp. butter, melted
    1/4 c. flour
    6 small baking potatoes, peeled and sliced
    1 (10 oz.) pkg. frozen cut green beans, thawed
    2 c. (8 oz.) shredded Swiss cheese
    1 c. half and half
    1/2 tsp. dried whole rosemary
    1/2 tsp. salt
    1/4 tsp. pepper
    16 strips sweet red pepper
Preparation
    Saute first 3 ingredients in butter until crisp-tender. Add flour; cook 1
    minute,
    stirring.
    Spoon
    half
    of
    onion mixture into a lightly greased

    9 x 2-inch baking dish. Layer half each of
    potato slices, green beans and cheese over onion mixture. Repeat
    layers
    of onion mixture, potatoes and green beans.
