Ingredients

1/2 c. butter or margarine, softened
1/2 c. sugar
1 tsp. baking powder
1/2 tsp. salt
1 1/2 c. flour
1/2 c. milk
1/2 c. raisins
1 c. packed brown sugar
2 c. cold water
Preparation

Cream butter and sugar.
Combine flour, baking powder and salt; add to creamed mixture with milk.
Stir until smooth.
Stir in raisins.
