Marinated Kabobs - cooking recipe

1 envelope onion soup mix
1 1/2 c. water
1/4 c. dry red wine or cooking wine
2 Tbsp. vegetable oil
1 large clove garlic, minced
1 tsp. dried basil leaves, crushed
2 small bay leaves
1/4 tsp. black pepper
1 lb. boneless lamb
1 green pepper
1 sweet red pepper
1 yellow pepper
2 Tbsp. chutney
hot cooked rice
