Hearty Potato Soup - cooking recipe

Ingredients
    6 medium potatoes, peeled and cubed
    2 carrots, diced
    6 celery stalks, diced
    2 qt. water
    1 onion, chopped
    6 Tbsp. butter or margarine
    6 Tbsp. all-purpose flour
    1 tsp. salt
    1/2 tsp. pepper
    1 to 1 1/2 c. milk
Preparation
    In a large kettle, cook potatoes and celery in water until tender (about 20 minutes).
    Drain; reserve liquid and set veggies aside.
