Beef 'N Potato Bake(Quick, Easy And Good!) - cooking recipe

Ingredients
    4 c. frozen hash browns, thawed
    3 Tbsp. vegetable oil
    1 lb. ground beef
    1 can cream of mushroom soup
    1/2 tsp. garlic powder
    1 (10 oz.) pkg. frozen mixed vegies
    1 c. (4 oz.) shredded cheese (half Jack and half Cheddar)
    1 (2.8 oz.) can Durkee French fried onion rings
    1/8 tsp. black pepper
    1 large onion and garlic
    1 can water
Preparation
    In a shallow, 1 1/2-quart baking dish, combine potatoes, oil and black pepper.
    Firmly press mixture across bottom and up sides of dish to form a shell.
    Bake, uncovered, at 400\u00b0 for 15 minutes.
