New Potato Salad - cooking recipe

Ingredients
    4 lb. small red potatoes
    1/3 c. salad oil
    1/4 c. red wine vinegar
    2 Tbsp. chopped parsley
    1 Tbsp. chopped chives
    salt and pepper to taste
    1 1/4 tsp. sugar
    2 tsp. prepared mustard
    3 large celery stalks, thinly sliced
Preparation
    Cook potatoes until fork-tender; drain.
    Cut in bite size pieces; do not peel.
