Cheese Enchiladas - cooking recipe

Ingredients
    1/4 c. chopped onion (1 small)
    1 c. chopped green pepper (1 medium)
    1 clove garlic, minced
    2 Tbsp. vegetable oil
    2 Tbsp. flour
    1 Tbsp. chili powder
    1/2 tsp. salt
    1 c. water
    1 tsp. instant beef broth
    1 pkg. frozen tortillas
    1 lb. cheddar cheese, shredded
Preparation
    Saute onion, green pepper and garlic in vegetable oil until soft.
    Add 2 Tbsp. flour, chili powder and salt.
    Cook until bubbly.
    Add water and instant beef broth and cook, stirring, until thickened.
    Add in cheddar cheese.
