Texas Casserole - cooking recipe

Ingredients
    1 lb. ground beef
    1 bell pepper, chopped
    3 medium onions, chopped
    2 Tbsp. chili powder
    1/2 tsp. salt
    pepper to taste
    1 c. rice
    1 can tomatoes
    3 medium carrots, diced
    grated cheese (optional)
Preparation
    Brown meat, chopped onion and bell pepper in skillet using no oil.
    Drain.
    Add seasoning and tomatoes.
    In another pot, boil rice and carrots 10 minutes.
    Combine with meat mixture and bake at 325\u00b0 for 30 to 45 minutes.
    Grate cheese on top, if desired.
