Sour Cream And Chive Potatoes - cooking recipe

Ingredients
    5 1/2 lb. potatoes, peeled and cubed
    3 tsp. salt, divided
    1 (8 oz.) sour cream
    1/2 c. milk
    1/4 c. margarine, cubed
    1/4 c. minced chives
    1 tsp. black pepper
Preparation
    Place potatoes in a large Dutch oven. Cover with water. Add 1 teaspoon salt. Bring to a boil. Reduce heat. Cover and cook until potatoes are tender (20 to 25 minutes). Drain.
